HOW TO DECREASE THE VIOLENCE IN THE WORLD
Here is my plan to try to decrease the violence in the world. Soon after my inauguration, I will send the following treaty to the leaders of all of the nations of the world:
A few days later, I will contact the leaders to determine who is willing to sign the treaty. If any of those leaders ask what I will do if they don't sign the treaty, I'll say, "I didn't want to make threats, but since you have asked, I will tell you exactly what I would do is you chose not to sign the treaty. I would take that as an indication that you do not intend to meet the terms of the treaty. In particular, I would believe that you don't intend to do all in your power to prevent any of your citizens from using any kind of violence against any citizens of nations of any of the leaders who did sign the treaty, and I would take that responsibility upon myself. In other words, I would do all in my power to prevent any of your citizens from using any kind of violence against any citizens of nations of any of the leaders who did sign the treaty."
After the willing leaders and I have signed the treaty, I will list all of the nations whose leaders did not sign the treaty in increasing order by population, and then, one by one, I will do the following to each of those nations until their leaders sign the treaty.this issue?
I will send an, as yet undetermined, number of soldiers to occupy the capital city of that nation with the following instructions. The soldiers are to position themselves in public places where they and their weapons may be seen by the people, and, if they should detect any weapons of violence not weilded by American soldiers, they are to use whatever means necessary to confiscate. They should use increasingly forceful steps to do so, by first requesting the weapon, and if that is ineffective, then demanding the weapon, and if that is ineffective, then taking the weapon by force, and if that is ineffective, then using violent means to obtain the weapon. Note that I said, "if they should detect any weapons of violence not weilded by American soldiers," meaning that they should not only confiscate the weapons they see, but also the weapons they hear being used as well as weapons whose use can be determined by its effect, or any other means of detection. However, they should not search for weapons of violence. This means they should not enter houses, gun shops, or any other buildings for which they have no needs of the good or services provided there. In other words, they should behave like tourists unless they detect any weapons of violence not weilded by American soldiers.
I will then contact the leader of that nation and give him or her a reasonable deadline to sign the treaty. If that leader still refuses to sign the treaty, I will command my soldiers to search for weapons of violence not weilded by American soldiers by any means necessary, including entering buildings where they have no business uninvited.
I will then contact the leader of that nation again and give him or her another reasonable deadline to sign the treaty. If that leader still refuses to sign the treaty, I will send more soldiers and command them to go to other cities in that nation to search for weapons of violence not weilded by American soldiers.
I will then contact the leader of that nation again and give him or her another reasonable deadline to sign the treaty. If that leader still refuses to sign the treaty, I will send more soldiers and command them to confiscate all weapons of violence not weilded by American soldiers anywhere in that nation. When they believe that they have confiscated all of the weapons that they can, I will command them to withdraw from that nation and then follow the same procedure with the next nation on my list.
